Tuvli, an Akima company, is hiring for a Humanitarian Assistance Officer to support our DoS client located in Washington, DC.
Responsibilities
The Humanitarian Assistance Officer in the Office of the Coordinator of Assistance to Europe, Eurasia, and Central Asia (EUR/ACE) will:
- Provide technical oversight and coordination for the Europe, Eurasia, and Central Asia (European and Eurasian Affairs & South and Central Asia Affairs bureaus) field officers implementing humanitarian activities in Ukraine, Armenia, and other posts as relevant to ensure timely accomplishment of assigned team tasks; represent the team within the two regional bureaus and the Department more widely and liaise with DC-based counterparts at the State Department on humanitarian assistance policy, procedures, and activities.
- Advise EUR and SCA leadership on coordination related to humanitarian issues and advocate for EUR and SCA equities in Department and Interagency discussions.
- Advise EUR and SCA on new developments and effective approaches to humanitarian assistance and contribute to the ongoing development of State humanitarian policy, procedures, and programmatic approaches.
- Provide technical liaison with other State Department bureaus and offices, USG Agencies, Congress, donors, multilateral banks, NGOs, and the private sector to coordinate their efforts with EUR and SCA humanitarian programs, policies, and approaches to humanitarian assistance.
- Advise on the development of EUR and SCA-specific and related strategies, policies, plans, budgets, program guidance, and dissemination of research results for Bureau- and Department-wide application and incorporation into humanitarian assistance programs.
- Maintain liaison with counterparts and sources of information inside and outside EUR to assess, review, and address new or unusual circumstances, variations in approach, and incomplete or conflicting information.
- Inform Department and Interagency stakeholders of changes in EUR and SCA related humanitarian assistance policy, organizational programs, and operations, conducting briefings on issues impacting humanitarian assistance programs and operations in Europe, Eurasia, and Central Asia.
- Serve as needed on Washington-based Response Management Teams (RMTs) or field-based Disaster Assistance Response Teams (DARTs) deployed in response to disasters in Europe, Eurasia, and Central Asia.
- Coordinate with EUR/ACE’s monitoring, evaluation, and learning team to ensure humanitarian assistance project results are captured, analyzed, disseminated and considered in ensuring the effectiveness of current and future programming.
Qualifications
- 5+ years of experience in humanitarian assistance and interagency coordination.
- Expertise in strategic planning, program oversight, and policy development related to humanitarian assistance.
- Ability to effectively communicate and advocate in Department and interagency settings.
- Experience overseeing and managing USAID humanitarian assistance projects, including in Europe, Eurasia, and/or Central Asia and particularly in Ukraine.
- Active Secret Clearance.
