Job Description:

Position located in ATO, Flight Program Operations, Aircraft Operations, Flight Operations Group, OKC Flight Ops Team, AJF-1250.

Duties Help

Aircraft Operations supports flight operations in Federal Aviation Administration (FAA) owned aircraft in accordance with Title 14 of the Code of Federal Regulations (14 CFR), federal directives, and the Flight Operations Air Operator Certificate.

The Team Manager is a front line manager who uses experience designing, modifying and/or evaluating NAS equipment and systems to manage a staff of technical specialists who define inspection requirements for ground and satellite based equipment and facilities, such as navigation, communication, surveillance, and lighting. This work usually includes a mixture of routine and complex projects/programs based on the objectives of Flight Operations and the ATO. This work is critical to the safety of the National Airspace System (NAS).

The Team Manager applies a thorough understanding of the principles of management and strategic planning to integrate the work of multiple projects to accomplish objectives. Applies an advanced knowledge of budget, human resource, and other administrative policies and procedures to exercise the full range of supervisory responsibilities. This includes planning; communicating Flight Program Operations vision and objectives; setting priorities; assigning tasks and responsibilities; monitoring and evaluating performance; coaching and developing employee capabilities; approving leave; and taking and recommending or approving corrective/disciplinary actions, as appropriate.

The Team Manager applies experience using project management principles to define, plan, and organize assigned budget, staff, and other resources to accomplish objectives for multiple projects. Manages budget and either reallocates resources among projects/ programs or requests additional resources, as needed. Performs critical aspects of the budget planning process, including projecting short-term and long-term future needs and justifying resource requirements.

The Team Manager applies an advanced knowledge of the technical aspects of the work directed to independently determine necessary facility restrictions and adjustments. Applies experience analyzing flight inspection results, facility data, geodetic information, procedural information, and, runway parameters to determine and recommend alternatives and solutions to system issues while ensuring an equivalent level of safety.

Contacts are primarily within Flight Program Operations, the ATO, subordinates, peers, and higher-level managers to discuss the status of projects and to plan for the future. In some areas, may have frequent contact with customers, other government entities, and other external parties to provide project status. Has authority to make commitments as it relates to assigned project units, within guidelines.

Work is typically governed by established policies, procedures, and organizational objectives that frequently leave room for discretion. The Team Manager resolves all but unique problems without the intervention of higher-level management and has discretion to ensure the alignment of projects with the tactical (short-term) objectives of the ATO. Individual and organizational performance is typically reviewed periodically by higher-level management, usually through status reports and organizational performance measures. Has discretion to ensure the alignment of projects with the tactical (short-term) objectives of Flight Program Operations.

As a participant in the FAA Flight Program, the Team Manager must maintain a Class III medical certificate.

Qualifications

To qualify for this position at the FV-J (GS/FG-14) level, applicants must have at least 52 weeks of Specialized Experience equivalent to the FV-I (GS/FG-13) level that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of this position.

SPECIALIZED EXPERIENCE includes

- Experience that demonstrates an extensive knowledge of and experience in the technology, system interrelationships, and management of civilian or military automated aviation, navigation, and electronics systems.

- Experience managing, directing, and coordinating resources in a public, US military, or governmental (local, state, federal) environment or private sector dealing with evaluating the effectiveness of a flight program and developing criteria and standards in support of the mission.

AND

In addition to the minimum qualifications, the following has been determined to be a Selective Placement Factor for this position. This means possession of this criterion is part of the minimum qualifications and is essential to perform the duties and responsibilities of this position. Applicants who do not possess this criterion are ineligible for further consideration.

SELECTIVE PLACEMENT FACTOR (SPF): To qualify, applicants must possess the following:

- Airway Transportation Systems Specialist Credential, issued by Flight Program Operations
